Add the ability to swap the currently assigned user(s) with another user.

ex. `/todo TXXX swap @anotheruser` to change the assigned user to someone else
ex. `/todo TXXX swap` to change it to me

This would allow easy transition of daily persistent tasks such as "who is on call" tasks. As it is now, you would need to assign/un-assign every time.
